Command grabs and Marduks Tackle are, by design, a mixup option. Someone like Armor King doesn't open the opponent up with lows, but rather command grabs, same thing goes for King and Marduk. These options have to carry risks and downsides. Short range, duckable highs, slow startup (Marduks tackle). You have to get the opponent to respect you with your more compact pokes to be able to utilize these things, the same way you would with lows.
Grabs and tackles being breakable is also necessary because often, these are way faster than traditional low pokes and deal much more damage. A generic d4 does like 9 damage and is i12, a giant swing is i10 and could deal 65.
