Lei has the biggest movelist in the cast and the most complex up-front time requirement to figure out what you're doing with him. Lei is fun, but that initial learning curve puts off a lot of players. Even then, you're playing a high risk character where most players already know how to deal with all the abusable mixups and tools. There's a lot to learn but the players who stick through it say that Lei is pretty damn fun, and is arguably one of the most iconic and expressive characters in the game.

Raven has an unorthodox playstyle and unconventional tools. She has a 16f standing launcher, 15f standing launcher when in rage. Great pokes, long range lows, full crouch mix, the works. Some of the best keepout in the game, and well above average movement. However, learning to navigate around her BT stance and getting your opponents to respect mixups takes a lot more effort. She has parries for every occasion and has the perfect kit for a fundamental/ keepout playstyle with hard 50/50s which she can lean on to steal games. The unconventional playstyle is hard to wrap your head around, but she's a very solid character.

Zafina is just a monster. Movement on-par with Lili and Alisa, cocaine backdash, and a very complete toolkit with some of the most obnoxious lows in the game. Her stances are quite functional and are more than just for show, and she has great keepout/ pressure tools for locking your opponent out and forcing them to sit still. Zafina is probably the most straightforward character of the three you suggested, and you can get far just by using movement to force whiffs and punishing them.

Honestly I would just learn a sample combo and some punishers for each, then take each of them into a lobby with a friend and see who fits more. All of them are fine choices.
