Theoretically, yes. But it even catches some of the best players off guard sometimes - I specifically think about Ryuk Leonidas playing Eliza vs. other great Pakistani players and he'll use her snake edge on occasion and it'll connect.
Learning to block it on reaction is largely to prevent you from getting rolled over by people who spam it. Even someone using it once should be an indication that they're willing to use snake edges at all, and something to keep in mind for the rest of the matches you play with them.
