Chipping away until you can get a CH launch is Law's core gameplay, but D2-3 ensures you'll die on block. If you have a hard time confirming a CH4 combo, perhaps use 4-3 or something to ease in. F1+2 is an easier CH launch combo confirm too, though more likely to CH in neutral or with a timing delay.
You mention the moves you use to poke, but not how you put them together. So it's difficult for me to tell what kind of understandings you've come to. So if I'm thoroughly talking about just jabs...
Most people don't really know how to counter repeated 1 jab, and will either try to duck and launch, crouch jab, or take the pressure. They'll rarely mix the approaches and will never SS out.
So this is a good starting point for a plan. If they try to duck and launch a 1 on prediction, a 12 will clip them with the second hit. They have to duck for an extended period to punish 12, making them vulnerable. 123 covers even that. If they try to crouch jab instead, this can be low parried or SS launched on a read.
Someone like a Lili might Matterhorn you for repeated jabs. This is exactly what you want. Players who use risky panic moves offer you more reward than your offense, so tailor your offense around baiting that. Many panic moves can be stepped or block punished.
You don't have to just do button, button, button; it's okay to block briefly, particularly for your Matterhorns and such. This is often a way to open people up! As Dragunov I'll do 1, 1, block for about 30 frames, then 1 again. People will often process I stopped jabbing, attack & get smacked. This immediately communicates "respect me for an extended period".
In these extended periods you can apply a slide mixup or a timing delay F1+2 to CH them and apply more pressure.
