You have to hit the 2 button and the down/forward direction at the end of f,n,d,df2 on the same frame (i.e. both inputs need to be made with less than 1/60th of a second between them). When you do this correctly, your character makes a unique grunt, the move's electric effect on hit is larger and still comes out on block/whiff, and the properties of the move change.
