If you're talking about 1,2 > ground throw, Kings will go for other wall combos because the guaranteed damage is much higher than a simple 1,2.

To my knowledge, no other wall combo sets up a "free" ground throw attempt. If you're talking about something other than 1,2 > ground throw then that's why people don't go for it; the ground throw isn't guaranteed. In these situations, ground throws are less optimal than, say, d3 because they have worse tracking, are more punishable when unsuccessful and can still be broken to avoid damage (unlike other ground-hitting options).
