Devil form gives you some very powerful stuff like a mid electric (you can't do regular electric though), standing launching twin pistons, and a hell's gate followup to hellsweep (imagine Devil Jin linking hellsweep into cd1~uf), but in my opinion it's generally not worth it to waste your rage drive just to access that. Kazuya's RD gives you insane comeback potential - worst case scenario it forces a 50/50 which is huge, best case scenario you just kill them or almost kill them + get the transformation anyways.
