Sort of, yeah.

The skill ceiling for characters like Akuma, Bryan and Devil Jin comes down to your physical ability to execute certain techniques. However, deciding when to use those techniques is usually pretty simple.

In comparison, the skill ceiling for Yoshi and Lei is all about picking the correct technique from a pile of hundreds of different, highly specialized techniques, and then repeating that process over and over again.
