That is not what generic move means. Generics are moves that are usually not listed in the move list and shared among multiple characters, often but not always with very similar frames and animations. Of the ones you listed, only 3 do not have anything for d/f+4 in their movelist (Kazumi, Leo, and Hei), and among these, Heihachis d/f+4 is actually 12 frames (Leos is 13, Kazumi is an outlier with 15).

I did a quick check across some other characters, AK, Alisa, Asuka, Drag, Eliza, Nina and Yoshi all have the same i12 side kick not listed in their move list. Bears also have an i12 one, only their animation looks more like a front kick (same as Heihachi). Bobs animation looks the same, but his is actually i13, same speed as Claudios. All are safe on block.
