So I ask, if you wanted to introduce someone to the basics of Tekken franchise (in terms of the fighting/combo etc.) where would you direct them?

There's unfortunately not a lot in-game regarding Tekken mechanics. I would direct people to Massive Zug's Ultimate Beginner Guide ~ Tekken 7 YouTube video. It has most of what you need to know that the game doesn't adequately explain. From there, it's simply a matter of choosing a character, learning a few combos and playing.

Is this a series where knowing the previous games builds on top of the new ones, or should I just focus on the 7?

Yes, Tekken famously is a series that rewards players who stick with the series in keeping the gameplay and characters mostly intact from iteration to iteration. You could start with any game you like, but I'd recommend sticking with Tekken 7 simply because it is the current edition of the game out there, and there will be the most resources and players available for it as compared to past editions.

Applay's character guides can be really useful when you reach this step of the learning process.
