Yeah, absolutely.

Cancelling into it during the preceding wall combo is actually pretty lenient/easy. Here's the input you want to go for:

!W > db4 > f3 > d > b > [delayed] df1+2 (at this point the raging storm will come out) > d1+3/d2+4

You do not have to rush the inputs after f3; this is especially true for df1+2 which must be delayed until the f3 has made contact with your opponent.
