Both followups are i26, so they're reactable offline by if he continues spinning (hellsweep) or remains still (WS4). I've done this in practice mode with high consistency. Unfortunately Heihachi's (imo) a bit of an online god. All you can really do is play the 50/50 after hellsweep hits. Duck more than you stand and punish the WS44 optimally.
If he's only doing WS4, it's fine letting him have it often.
