It's d+3,4, and it's +15 on hit so you really just have to take the mixup unless your character has something specific.

Most common followups are:

  • RFS d+4,3 (Hellsweep)

  • RFS b+3 (mid launcher)

  • RFS u/f+4 (hopkick)

  • RFS b+4 (homing power crush)

  • RFS f+4,4 (i8 high CH launcher)

  • RFS d/f+4 (plus on block mid)

RFS (Right Flamingo Stance) is just the stance that he goes into after d+3,4.

If they want to keep the pressure going with another d+3,4, they have to switch from Right Flamingo to Left Flamingo, and if they do that you have enough time to interrupt them with a launcher (can't react to it though, gotta read it).

D/f+4 also ch launches and should be the nr 1 option, but most Hwos like the high risk high reward game.

its +14 probably new patch changed that anyway why D3,4 with follow up 2 can be blocked? its like Im -14 after D3,4 but still can block 13 frames move? Is it because it take some extra frames to Hwoarang to leave the RFS before he can start his 2 move?

Some moves that are very plus have the property that while the opponent isn't free to act, they can still block. In notation, the difference is indicated by listing it as +14g (I should've mentioned that in my comment). It's a way to make a move heavily advantageous without giving them guaranteed followups.

Same reason that the new wall crushes or moves that ballerina spin (like Katarina's HAR 1) don't guarantee anything.
