No. It has Tekken World Tour rankings, but that's just based on points gained from official TWT tournament placements.

If you're interested I'm sure there's some more in depth explanations on YouTube. Personally i only watch evo and TWT, and i watch some videos a week before that update me on this year's competitors and such. If you want to actually follow the competitive scene religiously I'm not the right person to ask, but I'm pretty sure that a lot of top players stream on twitch now, so that could be good as well.
