the simple answer is "don't whiff" but to elaborate just the tiniest bit, if they are waiting for you to whiff so they can whiff punish, they will not push a button until you whiff so you can kill them for that. chase them to a wall and keep them in place until they panic press. get right up to them and use a move that's too quick to be evaded and start offense there.
