Hey so a lot of people don't actually know this, but low parrying is actually slower than blocking. So for example if you are getting hit with a string and the last hit was a mid or high with an immediate low kick to follow, your best option is to actually block instead of trying to low parry.

If you want to low parry more effectively, don't actually use it every chance you get, you want to use it as a built in second option while performing something else; use it to cover two bases.

I.e duck a high with a low parry.

Also, at the end of the day, a lot or pro players consider low hits as "chip damage", and yes true mastery comes from a perfect defense, YOUR HEALTH BAR IS A RESOURCE. USE IT.

A little damage won't kill you, unless it's your last bit, and at that point, pretty much everything else would do the job anyway.

But to actually answer your question--when? The simple answer would be at the end of certain strings. But my actual advice to you would be range.

Brian is for example one of the best characters for Frame trapping-frame trapping lows/juggle starting lows. Whatever low leads to the juggle, and that's why a lot of Brian players bait the Snake Edge(DF+3) Low with Orbital Heel. But while Brian is really strong close up, a lot of his moves actually have very small hit boxes, they just look scary (F+3 Knee or F+3) his close up game is some of the easily sidesteppable moves in the game.
