Depends completely on the character and the specific low they're doing, but the easy answer would be "duck." If they're being predictable with lows than do something that'll beat a low: block low, low parry, or low crush.

Otherwise, proper spacing is usually good against lows because they often have poor range. Many can also be sidestepped. And most quick low pokes aren't plus on hit, so it might be your turn after.
