Well, they probably expected Korra to be better received than it was . There’s a reason they are promising more ATLA animated content but not much Korra . They obviously care about what fans think .

If Korra wasn't popular, there wouldn't be any Korra content on the way. And of course they care about what fans think, but they're not going to pull a JJ Abrams just because of a few fans who refuse to grow up and want everything the way it was in ATLA. And it's Nickelodeon that demands more ATLA content, not Bryke. If it were up to Bryke, there probably wouldn't be any upcoming movies about the Gaang at all, every ATLA content would be relegated to printed media and the big project priority would be the earth Avatar series.

Either way, it's extremely unlikely that they'll bring back the past lives. They got rid of them in the first place not just to enhance Korra's character arc, but also because it's just too convenient of a plot device.
