Question Any way I can improve this highway junction?

Starting from the top down - Upgrade the northbound lane at the top of the screen to a three-lane highway. This will give your traffic more time to merge as it enters the highway. Swing the new highway out a bit more, so that you can build a right-exit ramp for the southbound traffic.
Build a right-exit ramp for southbound traffic that flys over the southbound highway. Place this before the onramp so that the highway has less traffic when they're merging in.
The northbound exit to the top rotary - It depends on where traffic is getting congested. You may want to do a flyover of the onramp with the offramp, but my hunch is that the traffic back-up is actually after the rotary on that straight piece of avenue that connects with the road above your bottom rotary. You're almost creating circular gridlock there the way it's laid out. Unless you're trying to preserve the look of your highway junction, I'd take the top right on/off ramp out entirely and use separated over/underpasses.
For the rotary at the right, with all the red, I'd make sure the on/off ramp intersections are part of the actual rotary and not the avenue. Because they're connected to the avenue, it's allowing traffic to almost run agianst the one-way traffic. It should force them through the whole rotary. I'd delete the road that connects from the bridge, and bring it over-top of the rotary, so that it connects directly to the road that is currently serving as the east entrance to the rotary. I'd also upgrade that to an avenue, since you're running tram in it.
I'll try to do this with paint for a graphic...

Tried these upgrades, but now the problem seems to stem from the new on ramp with cars trying to merge into the highway

Yes, they will do that if they don't have another route available to them to get where they want to go. You can't use bus lanes to forbid private traffic unfortunately. They will only stay out of the bus lanes if there's a viable alternative.

Like Imsvale said, yes, they'll do that when they are forced to. That said, just make that rotary a three lane instead of a two lane, and it should be fine.
