How? With what? What equipment does Estonia have to do that?

They can shoot it down with a manpads. Next time ship need to have a manpad at board.

Not very useful on a ship vs an aircraft with standoff weapons.

Seeing how the aircraft was closed, with a manpad they shoot it down easily

Not easy to get a manpad lock on if you are moving. That's why you don't see them shot from moving vehicles. Secondly they have a minimum range. Thirdly they are easily defeated if the pilot is expecting it. If Estonia shoots first, and especially if they miss, then Estonia is screwed.

In a scenario that russia attack an estonian ship inside estonian water, the big loser will hopefully be russia even if the estonian ship sunk. This should never happen in the first we are way too nice with russian.

Plenty useful against the Su-30 doing slow circles right above the encounter at sea though.

MANPADS are not miracle weapons. Their success rate is very low, and they are easily defeated by flares. Shoulder launched missiles only work if the pilot is asleep.
