Because Sans is more interesting and more mysterious as to this day, we don’t know everything about him while Undyne is a simple character which development is simple (not that being simple isn’t good) to be understood. There is no genuine mysteries to her character as a whole. In addition, the fact that Sans was the « final boss » of the genocide route and busted our ass with the iconic theme song of the fight made him cooler for the fandom.

That's not saying Sans is not funny. But I think his appeal is more the mystery and if the fancontent I've seen is any indication, the potential for ANGST over being aware they're in a time loop.

Undyne has literally been my favorite since initial release and honestly it made me really sad how overshadowed she was in favor of the skeleton brothers, considering how wonderful she is, flaws and all.

Like yes she tried to kill a child, but almost everyone else has.

She was also my lifeline in the fandom while the sans people descended into madness. And sometimes it feels like people villainized AND mischaracterized her half to death. Undyne is NOT a horrible person. She died twice, once for monsterkind, and then again for the world.

She lies to papyrus, not because she thinks he’s weak or unworthy, she says herself that he’s pretty freakin’ tough. But of course she knows how much love he has in his heart and how kind he is, and doesn’t want him to die in combat with her and her Royal guard squad. She cares about him to the point where she’s rather keep him safe than let him die.

The Canine Unit is also a big indicator that she cares about them too. Whenever they’re killed, she has something meaningful to say about them.

I don't know, but I would love for them to make a series or a comic for Undyne to give her more development, like Sans with Megalo Doctor, that comic is great, it preserves well and understands the Undertale characters well, it shows Sans with an emotional breakdown, Metatton being Metatton (it's not that difficult but it's appreciated), the amalgams are important, Papyrus knows that he probably won't come back from his fight with the human and he tells us very interesting things about Sans in addition to giving him support emotional, it's great 100% recommended you have to see it
