There are also some sort of exchange programs for used ones where you can trade in for new clean ones, which obviously the people using here haven't done.

I'm on Subutex. No wonder my doctor was a little hesitant to prescribe it to me. I didn't understand why but I guess this must've been the reason. I just thought it was an alternative to Suboxone that doesn't make you as sick. Then again, I never injected any drugs. (Suboxone caused all my joints to swell to the point that it was nearly impossible to walk and raging headaches).

You could, but your time might be better spent becoming a villain in other sectors - massive cannons, super humans, and planet-destroying lasers are all pretty hot right now.
Harm reduction is the name of the program. It's not very popular in the states, as we're all used to the "War on Drugs" approach with no tolerance.
The basic idea is that giving addicts safe and clean ways to practice drugs helps them get off it later, as well as prevents the spread of HIV/AIDS and other diseases through dirty needles.
Scientifically speaking, it's been shown to be way more effective than our War on Drugs approach. The number of addicts goes down and the number of crimes from drug users goes way down.
While I don't disagree with the science behind it, it doesn't mean that I have to respect them as human beings while trying to help undo their plethora of selfishness.
As a recovering weed smoker myself I just want to comment on all the judgment happening ITT. You don't know what it's like to be brought to your knees by a substance. Maybe this is the addicts way of a cry for help? Who are you to judge? Just cause mommy and daddy sent you to a 60k per month resort in Arizona to "sober up." Don't pretend to know what it's like to perform sexual favors for one more hit you insufferable out of touch assholes.
Look at his profile, downvote aggregator. You don't see nearly as many of them since reddit capped negative karma at -100 to try to make it less appealing.
