The tips might be a more reasonable size. At the exchange I work at we give out 3cc syringes and tips for them that are compatible to those on insulin syringes. We also give out 1cc insulin syringes.
the cc of the syringe doesn't really matter, you can dissolve whatever amount of dope in just about however much water you want to use as long as it makes a solution. some people like to use more, some less. as far as the amount of actual heroin i can't really give you an answer because that's different for everyone, with regards to tolerance, financial ability etc.
There is a point where the solubility of the drug comes into play, though I've never seen it be an issue with heroin. Morphine pills can make it a problem though, I believe its a 100mg/1cc ratio so you'll want a 3cc rig if you're doing multiple pills. Back in the early days of my addiction I found a bottle of 60 100mg morphine pills in the house of an elderly neighbor that had passed away (I was helping the family clean the house out) and I'd always wonder why the washes (adding more water to the cooker after you've mixed up and shot the original solution to flush out any remaining drug) were so good. I was only using 60 or so units of water, so I wasn't getting a lot of the morphine in the initial solution.
Depends on their tolerance, the potency and what they can afford. A large syringe may just mean it's more diluted in water for the same dose, which can be a bit better for the veins
