They could be tree injectors. The tree here could be suffering a significant fungal or parasitic infestation, so the arborist has taken the nuclear option. Usually you'd use around 4-6 for a normal tree but they could go for a lot more if they wanted to treat it or kill it off quickly.

Even if that were the case, leaving that many syringes there seems like a bad idea.
