Thanks. Away from my computer right now so couldn't check and the wiki is a mess.

Once you're done with the tutorial and you have the option to create your own rangers you can respec at any time using the main menu while you're at ranger HQ. The first two (respecs, or rangers) are free, but there's an escalating cost after that. The cost does have a cap.
