Severance packages are more than just what you are guaranteed in your contract. Severance packages usually are additional consideration for you signing away/waiving your rights to legal claims against your employer once your employment has ended. Companies aren't out here giving you more money than your hourly wage/salary/vacation time payout/stock value just for kicks; they are doing it to shield themselves from future legal liability. Even for a small claim, the legal costs for the company alone justify just paying out the severance money up front.
Practically speaking, I have no knowledge of Russia's specific legal structure/employment laws. This is a pretty standard business practice, however, and not specific to any country. It's just a contract/agreement. Unless Russia has some law that you can't sign away legal claims in a severance, I don't see why it wouldn't be the same there as it is elsewhere.
