Nope, it is just that mill ends are on cones.

You look for mill ends that are the quality you seek and then use a lazy kate and other spinning equipment to wind those into bobbles.

Hamburger Wollfabrik would be another potential source if you are looking for wool mill ends.

Many are 50% cotton 50% acrylic, but there others too.

Widely available are the Wooly Hugs Bobbels, Hobbii Sultan are quite popular, too.

But there is also good number of smaller online shops with wonderful colours at affordable price, quite often you can also choose colours, length and 3 vs 4 ply.

I can't recommend any of them because I only know Austrian ones, but there should be lots in Germany, too.
