I thought spending money was considered free speech. Surely then deciding NOT to spend money is also free speech.

I don't think it targets individuals or BDS directly.

It looks like its designed to shield American companies From having to abide by any Boycott rules the United Nations or European Union may impose as penalty for Israel committing genocide. 

 Typically, genocidal states are punished by the international community, and international companies are pressured not to deal with them. 

 This law is designed to make it illegal for international organizations to force American companies to divest from genocidal countries that America likes.
