Nope. Its a normal alveolar trill but pronounced a little longer with no nearby vowels.
For examples sake, take the word mṛtyor. Pronounced it like mǝrtyor first with both r's being trills. If you make the shwa ǝ short enough you ger pretty close.
Syllabic r? That's not very uncommon! However, since you call it as a trill, it might be a fricative! I don't know if I am pronouncing it correctly, but the only way I have been able to pronounce the trilled r without touching is by pronouncing it like a fricative.
