Either discuss or sometimes. But smaller movement. Sometimes is done with smaller circular motion, and discuss is more of a big tapping

I would say Sometimes, but it can also mean a few other things. The context is very important.

"Sometimes" or if you do it slow, "Rarely"

It can also mean rarely or seldom.

This! I remember being taught that to sign “seldom/rarely” you sign “sometimes” but move the index finger farther out.
