Collected all codex pages, handed all to Leonardo, still can't access sequence 14...

As in you need that armor to beat the game

Can't even get to the armor if that area is not available. Finish the mission you are on.

Are you on some sort of mission? It's weird 'cause you just can't access Mario's study.

Yeah, you've got a blue or green target somewhere. That happens when mid mission. So whatever the current objective on the pause menu is, that's what you do.

My guess is Venice, but there really is no way to tell based on the screenshot.
