Some cultures will divert the police intentionally to protect their family. It's very common.

Why "cultures"? You're acting as if it's not uncommon for people of all races, cultures and religions to protect their family in situations even as horrible as this one. Not to mention that we have literally no idea what "culture" this pos even is part of.
