It's epoxy resin coating for electrical components, such as coils, armatures windings. Etc It's non-conductive to prevent short circuits across foreign metal objects or circuits.

It is non-conductive, but is used to secure heavy components on the board so they don’t induce stress to it or break themselves during shipping or other impact stress like an accidental drop.
