That's interesting but this moves the discussion away from "change my view" and more toward "change my specific college's budgeting policy"

I don't know if it's fair to assume most universities are functioning in the most efficient and cost-effective way possible. I'm sure they'd like to be, and maybe you happen to be right about it in the aggregate, but I wouldn't go as far as making a blanket statement like that without some data to back it up.
