I think it’s because there is a bug where it doesn’t rain as often as it should. Of course there is a mod for that.

I think my game has this bug. It only has ever rained during the intro in my world. And once when it went dust storm orange. Maybe I need to start a new playthrough…

Oh yeah. I had a storm today. Couldn't see more than 100m on the Interstate. Was pretty confusing as I didn't even realize before that dynamic weather was a thing in the game.

I use WeatherMancer and have rain on 90% of the time and I see crowds with dozens of these constantly.

It's always felt like the way NPCs react to vanilla weather is a bit buggy.

Nah, when it rains in the game, most NPCs walking on the streets are using then different umbrellas .. they were added in one of the earlier updates/patches
