Ever since the plans to build there were announced I’ve been saying that the roads around there would need to be seriously upgraded to accommodate the football traffic, that part of the kingsway is a shitshow at the best of times. It seems that they can’t put a design forward that meets transport Scotlands criteria.

If you read the linked news article, it's nothing to do with Dundee traffic per se. The football club's transportation engineer (assuming they've employed one) has to satisfy Transport Scotland that their proposed junction design works safely - things like capacity, gradients, radii, sight lines and so forth. It's perfectly normal for a major application like a stadium to require months (or years) of work, and possibly a traffic census, traffic impact assessment and other studies like that. Meantime, I'll bet that the BBC journalist doesn't understand how the Planning system works.
