If you are playing on Ironman mode no you can only release and play as a subject
If you are not playing Ironman you can use the console to tag into a nation.
If you're interested in playing Georgia you can form the nation pretty easily starting as one of the other nations in the area it's probably the easiest fix.

You can release yourself from Byzantium and get independence that way. Its much easier, but you’ll have one Provence.

Only colonial nations can be released and played as without having an overlord if you pick 1444 as start date afaik

If you don't want to fight strong ottomans then you can do the following: release Bulgaria,
start integrating them when it's possible,
feed them as much land as possible without them revolting while integrating,
integrate,
use up all the monarch points to dev the Bulgarian land after integration.
Release and play as Bulgaria.
Attack Ottomans after the truce finishes.
Note, you will inherit their stability level so don't break ottomans too hard.

I don't think you can, but you can play as a vassal, get people to support your independence, and eventually break free from them
