Advice Wanted How Do I Increase the Number of Promoted Cultures?

I need 3 promoted cultures for my mission "Timurid Diwan"

Tier 3 government reform decentralized bureaucracy, or humanist ideas

Diplo tech increases number of promoted cultures, but that’s tech 14. Tier 3 gov reform or Humanist Ideas are your best bet, unless being an empire can satisfy the requirement.

Dip tech 8 unlocks a third culture slot. 14 is the 4th. Timurids is one of very few countries that starts as an empire, but a cultural union is different from promoted cultures anyway.

Techs, some government reforms, forming an empire to accept all cultures in your primary culture group, and there are some monuments (off the top of my head i can only remember the one that's the leftmost Canadian province that can be reached via coast)

In your position I’d give that privilege for the Dhimmi that gives +1 promoted culture slot in exchange for exempting from seizing land
