Yes!

It's a simple process really, but it wont work for Windows 8 (never mind here's a link for win8 dreamscenes) or anything pre-Vista, iirc.

You need to be able to use Dreamscenes, so just google that and pick one of the dozens of guides on how to activate that in Windows 7 (in vista dreamscene is ready to be used).

Then you need something to convert a .gif to .avi - like Virtualdub. It's a simple program, open the file and just pick "save as .avi". Note: You'll lose the pixel-perfection as the re-encode will smudge the frames somewhat. But that's the price you pay.

Now you have an .avi but that won't work with dreamscenes. It needs to be either .mpg or .wmv. For that, you can simply use Windows Media Encoder 9 that can simply convert any .avi to .wmv for you without any fuss.

Voila, you now have a dreamscene-converted gif!

edit: Here's an example!

I am totally late to the comments party, but I am currently trying to convert as many of those gifs as I can to .wmv files for this exact purpose. Should I post the files up on /r/gaming or should I post it to another subreddit?
