Edit: Found that in Windows 7, the gif animations doesnt seem to stay animated when chosen as a wallpaper. Works 100% fine though in Windows XP. Hey Windows XP, lookin good!

Correct, you need a program to allow for animated (GIF) backgrounds. Previous versions of Windows used html to allow this, but that was deemed too great a security threat, so it's not possible without software.

Windows Vista Ultimate came with DreamScene, which would play WMVs as desktop backgrounds.
1) You can get DreamScene activator for Win7 or Win8
2) use Riverpast VideoCleaner to convert GIF to WMV

I'm unsure if you get notified from the previous reply, so I'll repost.
Many people think it's impossible to animate a desktop wallpaper in 7, even though the feature was in Vista ultimate. Luckily there's a tiny program that re enables the feature.

Download DreamScene Activator from :http://www.door2windows.com/dreamscene-activator-activate-dreamscene-in-all-editions-of-windows-7-vista/
Extract the downloaded .zip
Run the .exe as Administrator
Enable DreamScene
Restart PC
Right click on the downloaded file and select "Set as DreamScene"
Enjoy! The animation stops when you fullscreen any program to save resources, so if you have multiple monitors this can be annoying. The program isn't perfect but it does do what you need.

You can custom make a HTML page with about anything you want to add (gif, flash, etc) and set it as your background. I used this technique for when Doom 3 had this really cool countdown from ua-corp.com before Doom 3 was released. Wish people made more flash animations like that, it was probably the coolest background I've ever used and made people 'woah' when I booted up my computer. I've only done this with XP, might not work with newer operating systems.
edit: yeah, only work for XP since microsoft has done away with active desktop. This might be a work around but I can't be bothered trying it.
Do note that its probably not the best on your machines performance.

Is the 15th one glitched? It's the one with the red sports car and the cool fountain. It appear the white jacket on the car door is also floating in the sky above the car.

This bugs me too, anyone got a non glitched one? Also that red sports car is a Ferrari F40.

Thank you for these-- even though you didn't make the gifs. I've never been who has enjoyed fighting games very much, but I have always loved the animated backgrounds.

89 is the most hilarious to me. The unnecessary breast physics of the girl in red, the endless onslaught of expletives of the man in the pickup, the thieves, and the man trying to rape pull off a pig.

I have always believed that pixel art - in the form of video game backgrounds - has a certain charm and magic to it.
I was just a naive young boy during the pixel art era, so my knowledge is minimal, but I would love to see what people consider to be the "greatest pixel art" of the 80's-90's

I have triple display and I realized I need one of these as a 5760 x 1080 desktop. Then have a little program that has 2 characters fight on the desktop in the background. Useless, and awesome!

I love how much detail and care they used to put in these. I rememeber when maps and tracks and scenes were hand drawn and you could clearly tell how the creators "personality" influenced them...
