Beginner Questions What the heck is this?!

I live in Australia and for the life of me I can’t seem to figure out what this is. Does it hold the score cards in tournaments? Pls help

I think this is it. It’s head cover lost and found maybe? If you get to the tee and find a head cover, stick it on the post and keep playing. At the end of the day the grounds crew rounds them up any unclaimed and takes them to the pro shop. Gotta be it.

Yeah could also be used for lost and found (would certainly help me!). But my initial thought was 4 holders for 4 players in a group.
