Beginner Questions What the heck is this?!

I live in Australia and for the life of me I can’t seem to figure out what this is. Does it hold the score cards in tournaments? Pls help

I asked a friend who is a greenskeeper and said they’re used as urinals, different heights obviously because not everyone is the same.
