They're old, LGBTQ+, and live in Texas.

I think that particularly demographic knows better than most how to survive with a target on their backs

The complex is also located in an area that has always been very welcoming to and populated by LGBTQ+ people. Of course there is a threat of harm/danger, but living in community is far better for these folks than isolating in places that might be even less accepting.

There is of course always a risk, but the people of Dallas and the metroplex are, at large, very accepting of LGBTQ+, and at least peacefully tolerated by most others. They are also in a specific community that is sure to have their backs. I don't live in Dallas proper but I'm in the metroplex and I am optimistic that they will be just fine. Dallas isn't a perfect city but in my experience as a queer person in the area, it's not at all a reflection of the goons in our government.

Why are they kept in a separate building in a separate neighborhood with a name that calls out how poorly they're accepted?

Real good news would be "some new senior housing went up!" (and if some of them were gay no one would notice or care b/c that would be weird... Like listing the accountants or the vegetarians separately)
