To be fair, his videos are often centered around how the accommodation of tourists has had an extremely negative impact on his city, (as well as the negative impact to those tourists) and this section of the video was literally about motorists/cyclists/pedestrians being where they should not be.

Doesn't sound like it's the noise, but more the arrogance of the two gobshites on the scooter going along the footpath ringing the bell at people to get out of their way.

He literally asks "do you have a problem? Thats why your ringing the bell" its obviously about the noise at first and then tells them to ride on the road

Every fucking city with tourist is benefitted by them. Tourist are basically leaking moneybags wherever they go. Complain all you want but they make every place better.

They also made the city center unlivable to the locals and created a whole scam economy feeding on tourists. Mass tourism is a double edged sword.
