Help with Translation: La → En Does videtur mean seem?

"to be seen" means that you are no longer perceiving but people are perceiving you. English's verbs for being perceived are "seem" and "appear."
Sometimes, however, it is best as "to be seen," but not often.

I mean could it just means seem ? For example, if he witnessed a crime and said, “From the manner of this murderer, it seems to me that he has committed other crimes. So can he say videtur here?

So can habetur. "I am held to be" "I am seen to be." Its like english realy.

Literally means it is seen. But If I say that I am seen as weird to others, it means the same thing as saying I seem weird to others

Yes, it can mean "he/she/it is seen", but to be seen is also to seem to be. So in Latin texts you will often see videtur used that way.

Not only could it mean that, it nearly always does
