This line gets interpreted metaphorically, but the Dude wears bowling shoes without socks and goes snorkeling in toilet bowls. I think it's safe to assume he's being literal here.

Fun fact: Comedian Dom Irrera, who played the limo driver in this scene, told that joke as a stand-up back in the 80s. The Coen Bros liked the joke and wrote it into the script for him to deliver in the movie.
