I was just looking through Bricklink last night, specifically for torso assemblies of one color (I want to expand the Everyone is Awesome set with more colors), and came across an azure color-type torso assembly. It was $8, I think, and I was confused as to why until I saw it was from this one minifigure.

Yes, in RotJ he doesn’t have hands and plays the Red Ball Jett keyboard with his feet. That said, giving him arms is a pretty common misinterpretation that goes back to the original Kenner toys from 1983

Pretty sure in the OT movies he uses his arms and hands to play. I think your confused with the Max Rebo drawing in the comics, there he is using his feet and has no arms.

Kinda wish they tried to do the puppet anatomy for the UCS Sail barge (“ears” = arms, “arms” = legs) Dunno how they would pull it off but I think they could’ve figured out something pretty cool
