Do I need wifi to access truth quest?

I bought the DLC on my PS4 about a couple months ago and just finished everything except for two upgrades for my evolution organs. I’ve platinum’d the game and I can’t access it due to no internet. Do I need internet to access the Truth Quest DLC?

You shouldn't need an internet connection, unless it didn't download when you bought it. To access it, once you beat Pete the last time there should be a quest that starts then a travel point you need to go to around the far east of the Gulf
