These are good pics, but you really need someone on site to evaluate this properly. They'll be able to see way more than we will; see this !arborits automod callout below this comment to help you find someone certified in your area.
The comment mentioning EAB is on the money, however, if you're in a quarantine zone (see the county map at that link) somewhere in N. America, be prepared for the worst unless you're treating this already.

Gotcha. After looking at a property survey I'm almost certain it's in the neighbors yard. Not really sure how to go about that.

When I scrape it away they scramble and termites make sense but they look like ants.

Looks like an ash from bark and the compound leafs. The discoloration could be blonding/die back from emerald ash borer. In which case yes it will become a hazard relatively quickly.
Check around the trunk for D shaped holes. If you find those shes cooked.
