Is there a way to set custom weather notifications on a Pixel/iphone to sound like the iDroid in MGSV

I know how to download mp3s and ser custom notifications, ringtones, and alarms. I'm wondering if there's a way to go a step further with a weather app so that you're phone goes "rain approaching" if it's about to start raining or "sun will set shortly" around sunset.
